NCM plays each Stockfish dev build 20,000 times against Stockfish 14. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Further binary releases fixes
* .tar -> .tar.gz: save a few more MB in distribution.
* drop android armv7 without NEON support: there should be almost no devices around that do not support this.
