NCM plays each Stockfish dev build 20,000 times against Stockfish 14. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Fix TB guard
even if beta is below TB range, once we return probcutBeta with beta + 390 we
can return wrong TB value, and guard against ttData.value being `VALUE_NONE`
