NCM plays each Stockfish dev build 20,000 times against Stockfish 14. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Increase MAX_THREADS to 64
And document why this is an hard limit. It
seems for some (lucky) people 32 threads
are not enough.
No functional change.
