NCM plays each Stockfish dev build 20,000 times against Stockfish 14. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Switch to hardware PEXT
Retire software pext and introduce hardware
call when USE_PEXT is defined during compilation.
This is a full complete implementation of sliding
attacks using PEXT.
No functional change.
