NCM plays each Stockfish dev build 20,000 times against Stockfish 7. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Call apply_weight() only once in passed pawns evaluation
First accumulate the bonus for each pawn, then call the
not very fast apply_weight().
Should be no functional change apart from rounding issues.
