NCM plays each Stockfish dev build 20,000 times against Stockfish 7. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Fix "pass ss->eval to qsearch()" condition
The seocond check is no more needed now and
anyhow is wrong to overwrite a TT entry if
present.
Spotted by Ralph Stoesser.
No functional change.
