NCM plays each Stockfish dev build 20,000 times against Stockfish 7. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Don't wake up /sleep threads in think() anymore
When entering and exiting from think() we don't need any special
wake up / sleeping code because we want available threads to keep
sleeping.
No functional change.
